Summarizing the results of an internal evaluation of IMF-sourced technical assistance, Setting Up Treasuries in the Baltics, Russia, and Other Countries of the Former Soviet Union assesses the costs of the inputs, outputs, and efficiency with which technical assistance was delivered, and the effectiveness of the IMF’s technical assistance program in building treasuries. The study also considers the factors that influence the relative efficiency, effectiveness, and impact of the technical assistance program in each of the countries. The paper concludes that the basic goal of building treasuries has largely been met in these countries, although the existing treasuries are at different stages of development.
